What Itaewon and Hongdae feel like now

Since the October 29, 2022 crowd crush in Itaewon, in which 159 people died, Halloween in Seoul has been noticeably quieter. There are no official city or district Halloween festivals, and many people now mark the season with costumes at theme parks, private parties or small bar events rather than packed street gatherings.

Itaewon: bars and restaurants stay open and some dress up for the season, but the mood is low-key, and the area around Itaewon Station is under heavy crowd management. Expect staff steering foot traffic, one-way walking in places, and possible exit/entry splits at the station.
Hongdae (Red Road, Mapo-gu): usually the busier of the two for costumes and nightlife. In recent years the district has run a site control room, safety fences, keep-right walking and live crowd-density signs.
Other busy spots on the city's watch list include Seongsu, Konkuk Univ., Gangnam Station, Apgujeong Rodeo, Myeongdong and Ikseon-dong.

If you want costumes and atmosphere without the street crush, a theme park evening is the easiest choice.

### Everland (Yongin)

Fall festival: Sep 12 – Nov 22, 2026.
Blood City Zero: Hell Gate (10th year of Blood City): an immersive zombie-city horror zone where you play a survivor on a mission. Performances are reported as daily 4–9 pm and free with park admission.
Also in the festival: Smiley Pumpkin Parade (daytime), Moonlight Parade and a nightly fireworks show, plus horror-themed goods, food and zombie make-up services.
Check the official site or app for the day's schedule; programs can change for weather.

### Lotte World Adventure (Jamsil, Seoul)

Dark Fantasy Festival (다크 판타지 페스티벌): runs to Nov 15. The official festival page lists Sep 19 – Nov 15. "Welcome to Another World" is the subtitle of the park's official invitation notice.
Ito Junji Collection collaboration (Sep 19 – Nov 15): Horror Castle on Magic Island and other spots, with Tomie and Souichi. Tomie shows run on weekdays at 6, 7 and 8 pm, with an extra 9 pm show on weekends.

Some horror attractions cost extra and have age limits; check the official site before you go.

Hotel and pop-up events

LEGOLAND Korea Hotel (Chuncheon) – Monster Race package: stays Oct 2 – Nov 16, 2026, 300 rooms only. It includes one night, park tickets for registered guests, breakfast and a LEGO set. Check the official page for the current price and park operating days.
Seoul hotels and brand pop-ups: we couldn't confirm any 2026 Halloween-specific hotel party or pop-up on an official page as of Oct 14. Hotels often post seasonal offers late, so check the hotel's own site and book directly. We'll add confirmed events.

Crowd safety

### 2026 measures

Seoul Metropolitan Police set Oct 14 – Nov 1 as a special safety period for crowded places: more patrols at malls, subway stations and markets; plain-clothes detectives in visible vests; and joint planning with local governments for Myeongdong, Itaewon and other busy areas.
As of Oct 14, Seoul city, Yongsan-gu and Mapo-gu had not yet published their 2026 Halloween crowd plans. Recent years' plans came out around Oct 23–24.

### What was done in 2025 (for reference)

Seoul city ran a Halloween safety period Oct 24 – Nov 2 across 14 busy areas, with joint on-site control rooms in 8 priority areas, including Itaewon and Hongdae.
Itaewon: a 4-level crowd-density system using smart CCTV. At higher levels, entry and exit at Itaewon Station were split by direction and entry to the area could be limited. At the highest level ("very crowded"), trains could be ordered to skip Itaewon Station (2025 plan).
Hongdae: more than 200 safety fences for keep-right walking, 616 safety staff and live density on the Red Road disaster display boards.
Police: step-by-step road closures on peak nights, including Itaewon-ro and Jandari-ro in Hongdae.

Expect something similar in 2026, but follow on-site staff and announcements.

### Tips

Go earlier in the evening, or pick a weeknight before Oct 30.
If a street feels too dense to move freely, leave by the nearest open side street. Don't push forward.
Keep to the right where fences or staff direct you, and pick a meeting point in case you get separated.
If Itaewon Station has trains skipping it, use Noksapyeong or Hangangjin, or take a taxi from a quieter street.
Emergency text alerts (in Korean, often with English) may reach your phone; read them.
Emergency numbers: 112 police, 119 fire/ambulance. Interpretation help: 1330 (Korea Travel Hotline).
Costumes: avoid realistic-looking weapons. Police have stopped people carrying replica swords in crowds.

The memorial alley in Itaewon

The narrow alley beside the Hamilton Hotel, near Itaewon Station Exit 1, is now the 10.29 Memorial Alley (Road of Remembrance and Safety). It is a place of remembrance, not a photo spot. Please pass quietly, don't pose in costume, and leave messages or flowers only in the spaces provided. Anniversary events take place around Oct 29.
